Following successfully securing $4.5 million Victorian Government funding, the Central Highlands Rural Councils (Ballarat, Hepburn, Pyrenees, Central Goldfields, Golden Plains and broader region Ararat, Moorabool and Northern Grampians Councils, encompassing a population of 400,000 people) and subsequent Transformation Program was established to address the Central Highlands Region’s problems of inefficient and ineffective operations, rising service delivery costs, constrained revenue and changing community needs and expectations.
The Program Director will design contemporary short, medium and long term shared services strategies and operationalise these into key projects by securing resourcing, funding, cross-organisational involvement and community participation to enhance community benefits within the Central Highlands Region.
The Program Director will work closely with, and be highly regarding and respected for their strategic advice provided to, the Chief Executive Officer of the lead Council (City of Ballarat) and the five other participating Councils CEO’s, Mayors, Councillors, Directors and Executive Managers to ensure the strategic direction of the project and benefits are delivered across the Central Highlands Region.
To be considered for this exciting opportunity, the City of Ballarat are seeking an engaging, confident and innovative leader who is known for their contemporary and strategic thinking and negotiation skills. You will have significant experience managing major complex projects from pre-planning to delivery, coupled with experience delivering transformation across an organisation and ideally from a shared services context. You will demonstrate strong stakeholder engagement capabilities and the political nous to interact with Mayors, Councillors, CEO’s and their leadership teams and key external stakeholders including but not limited to Ministers; Bureaucrats and community groups. Tertiary qualifications in management or relevant discipline are expected as is experience working in Local Government, as Director or even a CEO.
