As part of the City Development Planning Team, you will provide direct support to the Planning Coordinator in overseeing Council’s proactive and reactive statutory planning compliance duties. You will contribute to the achievement of Council’s corporate, strategic and economic objectives as they apply to planning legislation and enforcement. Being directly in contact with the community, you will have a strong focus on customer service towards all parties involved in the planning process.

The role will require you to:

  • give specialist advice and prepare reports to Council on planning investigation and compliance matters
  • investigate planning complaints and attend meetings
  • prioritise matters across the planning enforcement resources of the team in consultation with the Planning Coordinator
  • in consultation with the Planning Coordinator, take action to ensure compliance with the Planning and Environment Act and the Council's Planning Scheme
  • be responsible for ensuring that complaints and registered investigation matters are responded to and resolved within an acceptable time frame
  • be available at all times during working hours to assist with the provision of high quality customer service to all participants in the planning process
  • incorporate Council’s environmental sustainability objectives and targets into projects and programs

To be successful you will possess:

  • an advanced understanding of planning investigations and enforcement, planning legislation, the planning process and principles (relating to planning investigations and enforcement) as they operate in Victoria with the ability to use these tools to ensure that the service is actively achieving compliance
  • the ability to distinguish regulatory and planning powers and policy positions, and where regulatory powers are limited manage complex situations
  • a provision of high quality planning and enforcement advice to applicants, respondents, complainants and the public 
  • the ability to support, assist and guide less experienced staff members, manage time, to set work priorities and achieve desired results within a high pressure environment
  • the ability to interpret legislation to achieve the most appropriate compliance outcome on behalf of council
  • the ability to work effectively as part of a team and to gain the cooperation and assistance of others including staff and counterparts in other organisations to resolve specialist matters
  • excellent verbal and written communication skills 
  • a tertiary qualification in Planning or a related field with several years experience or extensive relevant experience in statutory planning, local government and/or investigations
  • extensive knowledge of the Planning and Environment Act and the principles of Planning Schemes as well as the enforcement process
  • previous experience supporting, coaching and developing less experienced staff members
  • a current Victorian drivers licence
